There are a few reasons why you may be unable to end the review cycle for a direct report:

The review admin has set the review cycle to o<a href="https://help.lattice.com/en-us/articles/15179302">nly allow admins to end reviews</a>

The review cycle is in the <a href="https://help.lattice.com/en-us/articles/15178877">calibration phase</a>. In this phase, you can draft a summary (if enabled), but you will be unable to submit and end until the calibration is ended.
