For example, this could be used to submit a review for a reviewer on PTO, to update a score or response, or to add a review completed outside of Lattice.
Before you start
Admins can submit any review direction -- self, upward, downward, or peer
The reviewee will not be able to see who submitted the review if they are different from the assigned reviewer
Only Admins with access to the Review Cycle Audit log can see who submitted the review on behalf of another individual
It is not possible to edit a review while the reviewer or the admin is also editing the same review
It is not possible to submit reviews on behalf of others within talent reviews and promotion nomination forms
It is not possible for review admins with targeted permissions to write reviews on behalf of others
If the reviewer wants to rewrite their review, rather than have the admin submit it, then admins can reopen the review which will allow them to resubmit
