Resolution
Review cycles require manager involvement, but managers don't always have to complete a template. There are two alternatives to :
Option 1: When setting up the Review Cycle, choose to only include the manager summary and have managers write N/A in the summary box to be able to share review packets.
If you are including Promotions within the cycle, it is not possible to only include a manager summary. Managers must complete a template if Promotions are included.
Option 2: When you are setting up the review cycle, you can select the option for managers to fill out a review template, then in Template Overrides section, you can use the department field (so long as it is assigned to everyone), and then you can opt to exclude each department. You can also use another field that applies to all.
