The Feedback tool will only notify users via a Home task if they have a pending feedback request. When someone requests feedback from you (or a manager requests feedback about their direct report), you will receive a task notification, prompting you to fulfill their request.
Clicking on the task will bring you to the feedback modal to respond to the request.
