Solution
Characters can convert within a CSV when your default application to open a CSV file is Microsoft Excel. Microsoft Excel sets your setting to Macintosh format when it should be UTF-8. To resolve, open the file as UTF-8 by following the steps in Open Downloaded CSV files in UTF-8.
