Automated rule review cycle state groupings
The state groupings refer to each reviewee's review cycle as a whole rather than individual review completions. Group sections include a (+) icon to expand and a (-) icon to collapse the sections.
Draft: Upcoming review cycle that has been set up and needs to be activated.
Pre-launch: Upcoming review cycle that has been activated and is ready to be launched.
Active: Not ended or not closed.
Ended and Completed (if either applies): Review cycle has ended and the review packet has been confirmed by the recipient after being shared.
Ended and Incomplete: Review cycle has been ended and the review packet has not been confirmed by the recipient yet.

Upcoming: Phase has not been opened
Not started: Phase is active AND manager has not done anything
Completed: Phase is active AND manager has selected peers
Completed: Phase is closed AND manager has selected peers
Incomplete: Phase is closed AND manager has not done anything
Reviewee nominates and manager approves
Upcoming: Phase has not been opened
Not started: Phase is active and reviewee has not done anything
In progress: Phase is active AND reviewee has submitted nominations for review
In progress: Phase is active AND manager removed all nominations
Completed: Phase is active AND manager has approved nominations
Completed: Phase is active AND manager has approved and/or overridden nominations
Completed: Phase is closed AND all pending nominations are automatically approved
Completed: Phase is active or closed AND admin overrides
